Standard Evaluation Framework

The Standard Evaluation Framework for physical activity interventions, published by the National Obesity Observatory, provides information on the type of data that should be collected when undertaking a thorough assessment of physical activity programmes that promote individual or group level change.

In this document data types are classified either as ‘essential’ or ‘desirable’.

Essential measures are those that are needed to perform a basic assessment. These range from a description of the programme to data on participants’ physical activity levels at the start and end of the programme.

Desirable measures are those that would improve the quality of the evaluation and provide an enhanced understanding about what has happened and what was achieved. These range from the relevant policy context to plans for sustainability.

This document also provides guidance on:

  • how to identify appropriate physical activity outcomes
  • how to recognise suitable measures for these outcomes
  • how to approach the challenges of measuring physical activity.
