Online tools for valuing programmes

A number of online tools are available to help users make calculations to make the case for investment in physical activity promotion and/or obesity prevention. While they all share a common goal, there is some difference in the focus of each individual tool, the data sources used and assumptions made.

This guide aims to help users to understand clearly which tool is best for them. It summarises the tools and provides guidance on which tools can be used in which situations. Designed for practitioners working in local authorities, this guide will help them choose the appropriate tool for assessing health benefits to guide planning and investment decisions.

Tools have been included in the guide if they:

  • are publicly available (online or available from the publishers)
  • have been published since 2010
  • enable the user to make an assessment of the value of the health benefits of physical activity or weight management.

The guide includes information on:

  • Public Health England Obesity economic impact tool
  • World Health Organization Health Economic Assessment Tool (HEAT) for walking and cycling
  • Sport England model for estimating the outcomes and values in the economics of sport (MOVES)
  • NICE Physical activity return on investment tool
  • Sport England Economic Impact of Sport – Local Model
  • PHE/Sustrans Health Impact of Physical Inactivity (HIPI) tool
